| Abstrak ABSTRACT ERNA. Implementation of Mental Health Policy Program at the Bulili Public Health Center, Palu. (Supervised by Mr.Vidyanto) Department of Health Administration and Policy Public Health Study Program Faculty of Public Health Tadulako University Based on data from the Palu Health Office in 2022, there were around 83 cases of Mental Health Disorders, but only around 73 people used health services at the Bulili Public Health Center, meaning that many people have not used health services. The causal factors for the lack of utilization of health services at the Bulili Public Health Center are the lack of participation of the community and the families of suffers to participate in counseling, many patients do not follow the direction of the Health Center in undergoing treatment, the second is the lack of human resources as psychologists, the absence of a special room of for mental health examinations, and the absences of incentives provided by the health center for field officers. The purpose of this study was to explain the Implementation of Mental Health Policies at the Bulili Public Health Center, Palu. The research method was qualitative with a case study apporach. The informant selection technique used porposive sampling. There were 5 research informant, namely key informants (Healt of the Health Center), ordinary informant (Mental Health program holders, Doctors, and the health promotion holders), while additional informant were personnel who know about mental haealth. Data collection through triangulation, namely in-depth interview. The result show that communitation is still constrained because many people do not follow the counseling. Resources and disposition are not good enough because the Health Center does not add employees and does not provide reward for officers, the bereaucratic structure is good enough and supportive. It is hoped that the Bulili Public Health Center will improve and fix management and standards in according with the Minister of Health Regulation Number 18 of 2014 concerning Mnetal Health.
