Specialization in Health Administration and Policy Public Health Study Program Public Health Faculty Tadulako University The policy regarding the implementation of smoke-free areas (KTR) by the government of Palu City through the Regional Regulation of the Governor of Central Sulawesi Province Number 1 of 2019, states that the implementation of KTR must be carried out, including health service facilities such as hospitals. Madani Regional General Hospital in Palu is one of the hospitals that is administratively located in Central Sulawesi Province, which means that it is required to implement KTR. It was found that the aspects of communication, resource aspects, disposition aspects, and bureaucratic aspects have not been optimal in the implementation of the KTR policy. The purpose of this study is to determine the implementation of KTR at Madani Regional Hospital, Palu. This research applied a qualitative method with a case study approach. Data collection used a multi-method approach (triangulation). The results obtained in this research from the communication aspect show that communication between policymakers and policy implementers has not been running optimally. The resource aspect has constraints with human resources, a lack of promotional materials, and limited law enforcement. The disposition aspect does not yet have a clear disposition and consistent law enforcement actions. It is concluded that the bureaucratic aspect is still limited to administration where there is an SOP, but there is inconsistency in the follow-up. Suggestions from this study are expected for the hospital to make efforts to improve communication, resource management, regulations, and monitoring mechanisms to increase the effectiveness of KTR implementation.
