Abstrak
The referral system is organized with the aim at providing quality health services so that the goals of service in the JKN era can be achieved. However, if the referral system does not work according to existing regulations, it will have a negative impact on the public health center. The Kamonji Public Health Center has the highest average referral ratio per month of the 13 Health Centers in Palu City with a percentage of 22.57%, while this ratio is not in accordance with the ratio set by BPJS Health that the referral ratio from FKTP to FKTL is no more than 15%. The research aims to determine the Implementation of the Patient Referral Policy for the Social Security Administering Body at the Kamonji Public Health Center in Palu City by using Edward III's theory. This is qualitative research with a case study approach that is carried out using In-depth Interview data collection techniques. There were 8 research informants determined by purposive sampling technique. The results show that the communication variables include transmission, consistency and clarity are good. Human resource variables, namely doctors are adequate, infrastructure is still lacking to support health services and authority in providing referrals is appropriate. Disposition variable in which doctors in carrying out referrals are in accordance with existing policies. Variable bureaucratic structure of the Kamonji Public Health Center already has written documents related to referral SOPs. Based on the above results, the researcher suggests that the public health center be able to complete health infrastructure and be able to maintain or further increase socialization to participants and public health center staff regarding referrals in accordance with existing regulations and for referral executors, namely doctors, to be able to make referrals in accordance with existing referral SOPs.
