Department of Health Policy Administration Public Health Study Program Faculty of Public Health Tadulako University February 2022 Breast milk is the best food that can help the baby's growth and development process and provides several benefits for babies, such as can provide a good life in the growth and development of babies, containing antibodies that protect babies from bacteria, viruses, fungi, and parasites infections, containing the right composition because the content of breast milk is created according to the needs of the baby. Exclusive breastfeeding has been stipulated in the Government Regulation of the Republic of Indonesia Number 33 of 2012 concerning Exclusive Breastfeeding which states that every mother who gives birth must give exclusive breastfeeding to her newborn baby, does not apply to mothers with medical indications, mothers not present, and mothers separated from the baby. Data from the Department of Health of Sigi District shows the lowest coverage of exclusive breastfeeding in the working area of the Dolo Public Health Clinic, Sigi District with a percentage of 42.2%. This research aims to find out the function of planning management in the implementation of exclusive breastfeeding at the Dolo Public Health Clinic. This type of research was qualitative with a case study approach, through in-depth interview techniques. There were 5 informants involved in the sample which were selected through the purposive sampling technique. Data were collected through triangulation techniques, namely in-depth interviews, observation, and documentation. The results of the research show that determining the planning objectives has not been carried out specific, measurable, achievable, relevant, or time-bound. The planned activities have not been maximized because the planning, implementation, and assessment preparation stages have not been implemented optimally. The program planning procedures do not show SOPs or good details of policies and methods, insufficient budget, and a lack of discipline. Recommendation for Dolo Public Health Clinic is needed the SMART planning on the Exclusive Breastfeeding program, increasing discipline, and increasing the number of human resources and budgets Keywords: Management, Planning, Exclusive Breastfeeding
