Health Administration and Policy Concentration Public Health Study Program Public Health Faculty Tadulako University 2020 The membership of National Health Insurance required for all Indonesian citizens, the Social Security Organizing Board (BPJS) for health program of Palu city on December 31, 2019, totalled 354.650 people (90.7%). BPJS has a very significant deficit due to arrears in payments by national health insurance participants. Data from BPJS of health in Palu Branch on December 31, 2019, the Kamonji Health Center is one of the BPJS of health centers with the most arrears BPJS premium payments, as many as 8.089 participants with total arrears of IDR 5.370.766.377. This research aims to determine the factors related to willingness to pay the Participants of non-wage workers at the working area of ??the Kamonji Public Health Center, West Palu District, Palu City. This research was an analytic survey with a cross-sectional approach, samples taken through Slovin method with accidental sampling technique. The number of samples was 99 respondents. The data were collected using Likert scale questionnaires. The data were analyzed statistically using the chi-square test. The results show a relationship between income (p= 0.000), ATP/ability to pay (p= 0.000), and perception (p= 0.049). There is no relationship between the place of payment (p = 0.713), and the distance to the place of payment (p = 0.088), with a willingness to participants of non-wage workers at the working area Kamonji Public Health Center, West Palu District, Palu City. It is hoped that the Public Health Center will cooperate with the BPJS to increase health promotion related to the importance of health services without the risk of financial difficulties, and the public has access to quality health services without the risk of financial difficulties.
