Abstrak
Masiginur Ganana1 (F 231 16 010), with the thesis title "Community Participation in Waste Management Based on"Reduce, Reuse, and Recycle" in Silae Village, Palu City, guided by Muhammad Najib2. Urban waste management through with the 3 R principle (Reduce, Reuse, Recycle) can reduce the amount of household waste generation. The Regional Government of Palu City together with the Environmental Service Office (DLH) of Palu City have carried out 3 R-based waste management which is spread across 7 districts, however, Silae is the only sub-district that still manages 3R-based waste management in Palu which operates to this date. Based on data from Environmental Office or DLH Kota Palu (2018), the amount of waste generated in Silae is 3.587 Kg/day, leads to Waste Problem which is related to the production of more and more waste, needs a support in form of facilities and infrastructures of waste processing and management in Silae and the importance of community participation in management, with this being stated, 3R-based waste is very urgent to be followed up. The purpose of this research is to know 1) the availability of solid waste facilities and infrastructure 2) to acknowledge the level of community participation in 3 R-based household waste management in Silae. This research used a descriptive qualitative approach by analyzing the data collected based on questionnaires, interviews, observation, documentation and literature studies. The results showed that the facilities and infrastructure for 3R-based household waste management in Silae are inadequate at 58.1% in percentage which was supported by observations such as the means of sorting, collecting and transporting were not yet fully available. Community participation in 3 R-based household waste management in Silae which has a low participation rate with a percentage value of 53.8%. Referring to the “Arnstein theory”, the level of community participation in 3R-based household waste management in Silae is divided into 2 (two), namely; 1) when planning community participation activities at the partnership level; and 2) on the implementation of public participation activities at the consultation level.
