PERENCANAAN DESAIN TEMPAT PENGOLAHAN SAMPAH BERBASIS 3R (REDUCE, REUSE, RECYCLE) DI DESA KALUKUBULA Laily Riyanti Putri1, Zeffitni2, Eko Rakhmat Labaso3 Program Studi S-1 Teknik Lingkungan, Jurusan Teknik Sipil, Fakultas Teknik, Universitas Tadulako * Corresponding author’s e-mail: riyantiep@gmail.com ABSTRAK Permasalahan sampah di Desa Kalukubula, Kecamatan Sigi Biromaru, meningkat seiring pertumbuhan penduduk dan konsumsi masyarakat. Sistem “kumpul–angkut–buang” yang masih diterapkan menyebabkan volume sampah di Tempat Pembuangan Akhir (TPA) terus bertambah. Penelitian ini bertujuan menganalisis timbulan dan komposisi sampah rumah tangga serta merancang desain dan estimasi biaya pembangunan Tempat Pengolahan Sampah (TPS) berbasis 3R (Reduce, Reuse, Recycle). Penelitian menggunakan pendekatan deskriptif kuantitatif melalui survei lapangan terhadap 70 rumah tangga, analisis timbulan dan komposisi sampah mengacu pada SNI 19-3964-1994, serta proyeksi penduduk menggunakan metode geometrik sebagai dasar perencanaan kapasitas fasilitas. Hasil menunjukkan rata-rata timbulan 0,424 kg/jiwa/hari, volume 0,007 m³/jiwa/hari, dan densitas 63,81 kg/m³, dengan komposisi 43,33% organik dan 56,67% anorganik. Proyeksi tahun 2030 menunjukkan jumlah penduduk 24.693 jiwa dengan timbulan 10.475,40 kg/hari dan volume 164,17 m³/hari. Kebutuhan lahan TPS 3R sebesar 1.865 m² meliputi area sortir, pengomposan, pengolahan anorganik, residu, dan fasilitas penunjang. Estimasi biaya pembangunan mencapai Rp6.108.380.000,00, dengan 68% dialokasikan untuk struktur baja berat. Desain ini diharapkan mampu menekan 42% residu menuju TPA, meningkatkan efisiensi daur ulang, serta mendorong partisipasi masyarakat dalam pengelolaan sampah berkelanjutan. The existing “collect–transport–dispose” system has caused a growing volume of waste entering the final disposal site (TPA). This study aims to analyze household waste generation and composition as well as to design and estimate the construction cost of a 3R-based (Reduce, Reuse, Recycle) Waste Processing Facility (TPS 3R). The research employed a descriptive quantitative approach through field surveys involving 70 households, analysis of waste generation and composition based on SNI 19-3964-1994, and population projection using the geometric method as a basis for facility capacity planning. The results showed an average waste generation of 0.424 kg/person/day, a volume of 0.007 m³/person/day, and a density of 63.81 kg/m³, consisting of 43.33% organic and 56.67% inorganic waste. The population projection for 2030 is 24,693 people, with total waste generation of 10,475.40 kg/day and a volume of 164.17 m³/day. The required TPS 3R area is 1,865 m², including sorting, composting, inorganic processing, residue, and supporting facilities. The total estimated cost is IDR 6,108,380,000, with 68% allocated for heavy steel structures. This design is expected to reduce 42% of residual waste, improve recycling efficiency, and enhance community participation in sustainable waste management.
