As development in Palu City increases, contractors as construction service providers continue to grow. The high level of competition makes contractors continue to provide the best feedback and performance. The implementation of a Quality Management based on ISO 9001:2015 in construction services is an option that can benefit contractors in facing competition and improving the quality of construction work. By improving quality, the quality costs incurred also increase. This study aims to determine the effect of implementing a QMS based on ISO 9001:2015 on the quality costs of construction projects and obstacles in implementing a QMS based on ISO 9001:2015. Data analysis of 48 contractor respondents using the Structural Equation Modeling - Partial Least Square (SEM-PLS) method with the SmartPLS application. The improvement variable has the strongest influence followed by operations, performance evaluation, and leadership. Meanwhile, the support and planning variables do not have a significant effect on joint construction costs. The most dominant obstacles to the implementation of SMM are the lack of direction or socialization regarding SMM based on ISO 9001:2015, the company's lack of understanding about SMM based on ISO 9001:2015, and the lack of communication and cooperation in the implementation of SMM based on ISO 9001:2015.
