Abstrak KINERJA SIMPANG JALAN BALAIKOTA SELATAN – JALAN KAKATUA AKIBAT PERUBAHAN SIMPANG EMPAT MENJADI SIMPANG TIGA Hasmiah, Taslim Bahar, Novita Pradani ABSTRAK Simpang adalah area kritis pada jalan raya karena menjadi titik pertemuan arus lalu lintas dari dua atau lebih arah, sehingga sering menjadi titik konflik dan kemacetan. Konflik ini memerlukan pengendalian lalu lintas untuk mengurangi risiko kecelakaan, tundaan, derajat kejenuhan, antrean, serta untuk mengoptimalkan arus lalu lintas. Penelitian ini bertujuan menganalisis kinerja simpang pada kondisi eksisting dan lima tahun mendatang, serta memberikan solusi penanganan kinerja simpang Jalan Balaikota Selatan – Jalan Kakatua. Metode penelitian menggunakan Pedoman Kapasitas Jalan Indonesia (PKJI) 2023. Survei dilakukan selama dua hari, yaitu pada Senin dan Sabtu, 12 dan 14 Oktober 2024, pada jam puncak pagi dan sore. Hasil penelitian menunjukkan kondisi eksisting dengan derajat kejenuhan (DJ) sebesar 0,47, tundaan 9,59 detik, dan tingkat pelayanan kategori B, yang mencerminkan kinerja simpang cukup baik dan efisien. Namun, dalam lima tahun mendatang, terjadi penurunan kinerja simpang akibat pertumbuhan jumlah kendaraan. Solusi penanganan yang direncanakan meliputi pengembalian fungsi jalan bebas parkir, pelebaran Jalan Kakatua, serta konversi Jalan Balaikota Selatan sisi barat menjadi jalan dua arah. Dengan solusi ini, kinerja simpang pada tahun 2029 diproyeksikan meningkat dengan DJ sebesar 0,43, tundaan rata-rata 9,18 detik, dan tingkat pelayanan kategori B. Namun, seiring pertumbuhan jumlah kendaraan yang berlanjut, evaluasi dan penyesuaian solusi perlu dilakukan secara berkala. These conflicts require traffic control to reduce the risk of accidents, delays, degree of saturation, queues, and to optimize traffic flow. This study aims to analyze the performance of the intersection under existing conditions and in the next five years, as well as to propose solutions for improving the performance of the intersection at South Balaikota Road – Kakatua Road. The research method follows the Indonesian Highway Capacity Manual (PKJI) 2023. Surveys were conducted over two days, specifically on Monday and Saturday, October 12 and 14, 2024, during peak morning and afternoon hours. The results of the study indicate that the existing condition of the intersection has a degree of saturation (DJ) of 0.47, an average delay of 9.59 seconds, and a Level of Service (LOS) in category B, which reflects a fairly good and efficient intersection performance. However, in the next five years, the performance of the intersection is projected to decline due to the growth in the number of vehicles. The proposed solutions include restoring the road's function as a no-parking zone, widening Kakatua Road, and converting the western side of South Balaikota Road into a two-way road. With these solutions, the intersection's performance in 2029 is projected to improve, with a DJ of 0.43, an average delay of 9.18 seconds, and an LOS in category B. However, as vehicle growth continues, periodic evaluation and adjustment of the proposed solutions will be necessary.
