KAJIAN SIMPANG JALAN EMY SAELAN – JALAN BASUKI RAHMAT SETELAH PENGOPERASIAN JEMBATAN LALOVE PALU. Febry Yani Mananta, Anas Tahir ABSTRAK Simpang bersinyal Jalan Emy Saelan – Jalan Basuki Rahmat merupakan bagian penting dari jaringan transportasi di kota Palu . Kemacetan tidak dapat dihindari pada simpang ini, namun pembangunan Jembatan Lalove Palu memberikan dampak terhadap kinerja simpang bersinyal Jalan Emy Saelan – Jalan Basuki Rahmat, karena adanya perubahan arus lalu lintas dari masyarakat jalan Jati yang ingin pergi ke daerah Palu Timur sebelumnya akan mengambil rute melewati ruas jalan Igusti Ngurahrai sekarang dapat langsung melewati Jembatan Lalove Palu. Untuk itu peneliti ingin mengkaji bagaimana kinerja simpang setelah adanya Jembatan Lalove Palu. Berdasarkan hasil analisis volume lalu lintas tertinggi didapatkan pada hari Selasa, 03 Agustus 2021 pada jam puncak sore hari pukul 17:00 – 18:00 yang berjumlah 3437 smp/jam dengan nilai derajat kejenuhan (DS) pada pendekat U = 1,54 , S = 1,14 , T = 1,10 dan B = 0,79 dan nilai tundaan untuk pendekat U = 1058,03 det/smp , S = 338,72 det/smp , T = 285,12 det/smp dan B = 67,32 det/smp, dimana tundaan ? 60 det/smp untuk semua pendekat sehingga tingkat pelayanan simpang berada pada tingkat F yang artinya sangat buruk. Berdasarkan hal tersebut, maka diperlukan solusi untuk mengoptimalkan kinerja simpang dengan merubah waktu sinyal merah semua (all red) menjadi 2 detik, nilai waktu antar hijau (integreen) yaitu 5 detik dengan menyesuaikan waktu sinyal hijau dalam keadaan waktu siklus tetap 146 detik yang memberikan dampak pada simpang jalan Emy Saelan – jalan Basuki Rahmat berupa peningkatan kapasitas (C), mengurangi nilai derajat kejenuhan dan mengurangi nilai tundaan . Igusti Ngurahrai road can now directly pass the Lalove Palu Bridge . For this reason, researchers want to examine the performance of the intersection after the Lalove Palu Bridge. Based on the results of the analysis of the highest traffic volume, it was obtained on Tuesday, August 03, 2021 at peak hours in the afternoon at 17:00 – 18:00 which amounted to 3437 smp/hour with a value of degree of saturation (DS) on approach U = 1.54, S = 1.14 , T = 1.10 and B = 0.79 and the delay value for approach U = 1058.03 sec/pcu , S = 338.72 sec/pcu , T = 285.12 sec/pcu and B = 67.32 sec/pcu, where the delay is 60 sec/pcu for all approaches so that the level of service at the intersection is at level F, which means very bad. Based on this, a solution is needed to optimize the performance on the intersection by changing the time of the all red signal 2 seconds, the value of the time between green (integraeen) is 5 seconds by adjusting the time of the green signal in a fixed cycle time of 146 seconds which has an impact on the intersection Emy Saelan Sreet– Basuki Rahmat Street in the form of increasing capacity (C), reducing the value of the degree of saturation and reducing the value of delay .
