| Abstrak ABSTRAK Kawasan Mall Tatura Palu yang saat ini sedang dalam pembangunan merupakan salah satu jenis pemanfaatan tata guna lahan yang akan menimbulkan bangkitan dan tarikan pergerakan. Bangkitan dan tarikan pergerakan adalah jumlah pergerakan yang tertarik ke suatu tata guna lahan atau zona tarikan pergerakan. Pembangunan kawasan Mall Tatura Palu akan menyebabkan arus lalu lintas di Ruas Jalan Wolter Monginsidi – Jalan Emmy Saelan akan semakin meningkat. Tujuan dari penelitian ini adalah untuk mengetahui kinerja lalu lintas ruas Jalan Wolter Monginsidi – Jalan Emmy Saelan pada kondisi eksisting, dan untuk mengetahui kinerja lalu lintas ruas Jalan Wolter Monginsidi – Jalan Emmy Saelan setelah 5 tahun mendatang dengan bangkitan/tarikan. Survey pada ruas Jalan Wolter Monginsidi – Jalan Emmy Saelan dilakukan pada tanggal 22 dan 26 September 2020, Pengambilan data dilakukan pada jam 07.00-11.00 WITA (pagi), dan 15.00-19.00 (sore). Analisis yang dilakukan meliputi kondisi eksisting dan kondisi 5 tahun mendatang dengan menghitung derajat kejenuhan, dan kecepatan kendaraan berdasarkan Manual Kapasitas Jalan Indonesia (MKJI) 1997. Dari hasil penelitian didapatkan komposisi Bangkitan/tarikan pergerakan sebesar 188,50 Smp/Jam. Pada kondisi eksisting diperoleh Q = 2859 Smp/Jam, C = 4504,44 Smp/Jam, DS = 0,63, dan Kecepatan = 32,5 km/jam, maka tingkat pelayanan termasuk dalam LOS B. Pada kondisi 5 tahun mendatang sebelum pengoperasian Mall Tatura Palu, diperoleh Q = 3892 Smp/Jam, C = 4504,44 Smp/Jam, DS = 0,86, dan Kecepatan = 30,00 km/jam, maka tingkat pelayanan termasuk dalam LOS F. Setelah diprediksi 5 tahun mendatang setelah pengoperasian Mall Tatura Palu, kinerja Lalu lintas Jalan Wolter Monginsidi – Jalan Emmy Saelan, diperoleh Q = 4080,50 Smp/Jam, dengan C = 4504,44 Smp/Jam, sehingga diperoleh DS = 0,90, dan Kecepatan = 29,80 km/jam, maka tingkat pelayanan 5 tahun mendatang setelah pengoperasian Mall Tatura Palu termasuk dalam LOS F. ABSTRACT Tatura Mall Palu area which is currently under construction is one type of land use utilization that will cause generation and attraction of movement. Movement generation and attraction is the amount of movement attracted to a land use or movement attraction zone. The development of the Tatura Mall area of Palu will increase the traffic flow on Jalan Wolter Monginsidi – Jalan Emmy Saelan. The purpose of this study is to determine the traffic performance of the Wolter Monginsidi - Emmy Saelan road in the existing condition, and to determine the traffic performance of the Wolter Monginsidi - Emmy Saelan road after the next 5 years with generation/pull. The survey on the Wolter Monginsidi - Emmy Saelan road was carried out on September 22 and 26, 2020, data collection was carried out at 07.00-11.00 WITA (morning), and 15.00-19.00 (afternoon). The analysis includes the existing conditions and conditions for the next 5 years by calculating the degree of saturation and vehicle speed based on the 1997 Indonesian Road Capacity Manual (MKJI). From the results of the study, it was found that the composition of the generation/attraction of the movement was 188.50 SMP/Hour. In the existing condition obtained Q = 2859 SMP/hour, C = 4504.44 SMP/hour, DS = 0.63, and speed = 32.5 km/hour, then the level of service is included in LOS B. In the next 5 years before the operation of Mall Tatura Palu, obtained Q = 3892 SMP/hour, C = 4504.44 SMP/hour, DS = 0.86, and speed = 30.00 km/hour, then the service level is included in LOS F.
