| Abstrak HANRIYANI RASYID (D 102 21 010), "Arrangements of the Granting of Use Rights to Forest Areas and the Implications for State Ownership Rights Over Land " Under the guidance of Asmadi Weri as the primary supervisor and Ahmad Aswar Rowa as member advisor. This study aims to identify and analyze several problems: the regulation of granting use rights to forest areas in Indonesia and the implications of land tenure over the state for forest areas that have been granted use rights. This research uses normative juridical legal research methods. The results of this study indicate that the arrangement for granting use rights in forest areas, there is still asynchronous in terms of realizing people's welfare; in terms of obtaining forest area release permits, it is only a matter of making a statement giving 20% (twenty percent) to community gardens of the total area of the forest area. Convertible Production Forest is released and can be cultivated by plantation companies. However, obtaining a use right in the Land Agency is not a requirement in the application for use rights in a forest area. Furthermore, there is still overlap in setting the timeframe for granting usufructuary rights, which is seen in the Basic Agrarian Law, the Investment Law, Government Regulation No. 40 of 1996, and Ministry Regulation ATR/BPN No. 7 of 2017.
