The study has theree objektives, one proving the impact of budgetary participation on government managerial performance, two aimed at proving whether on organizational culture can modernize the budgetary participation relationship to manajerial performance, three to prove whether the complexity of the task can wodernize the relationship of managerial participation to managerial performance.
