Abstrak
This study aims to describe village funds of spending on infrastructure, spending on non-infrastructure, and local government spending on education, health, empowerment of rural communities, capital expenditures, and their impact on poverty in Central Sulawesi. Background of this study is to examine the contribution of village funds to poverty reduction according to the mandate of Law Number 6 of 2014. In addition, there is a literature gap regarding the effect of local government spending on education, health, empowerment of rural community and capital expenditure such as lack of effect, positive and negative effects. Data were collected through raw data on Village Fund Realization from KPW VI, raw data for K-2 Financial of Governmnet of District/City and other BPS publications. Period for analysis was from 2015 to 2019. Unit of analysis was 12 districts in Central Sulawesi Province. The result of the study shows that village funds change face of the village; village funds produce many infrastructure throughout 2015 to 2019. However, based on the results of panel data regression analysis using Random Effect Model, it indicates that village funds for both infrastructure and non-infrastructure spending have not been able to affect poverty as well as for local government spending in education sector. In addition, capital expenditures of local government also have no effect on poverty. Meanwhile, local government spending on health and empowerment of rural communities sectors have a negative effect on poverty.
