| Abstrak ABSTRAKABDUL SAMAD Nomor Stambuk B40121077 Judul : Penertiban Minuman Beralkohol Di Desa Karya Mukti Kecamatan Dampelas Kabupaten Donggala , Dibawah bimbingan bapak Muhamad Nawawi sebagai pembimbing 1 dan bapak Syamsul Bahri sebagai pembimbing 2. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan pemerintah dalam penertiban minuman beralkohol di desa karya Mukti kecamatan Dampelas kabupaten Donggala. Metode yang digunakan dalam penelitian ini adalah Kualitatif. data informasi dikumpulkan melalui : Obsevasi, Wawancara, Dan dokumentasi. dalam penelitian ini menggunakan teknik purposive, dengan menggunakan model implementasi kebijakan George Edward III dengan 4 aspek, yaitu : Komunikasi, Sumber daya, Disposisi, dan Struktur birokrasi. hasil penelitian ini yang telah dilakukan menunjukan bahwa Implementasi kebijakan pemerintah dalam penertiban minuman ber alkohol di desa Karya Mukti dilihat dari 4 aspek yaitu :komunikasi , disposisi, struktur birokrasi sudah berjalan dengan baik, namun terdapat satu aspek yang belum maksimal yaitu aspek sumber daya dimana saranadan prasarana itu belum memadai seperti kendaraan yang tidak disediakan oleh pemerintah dalam mensosialisasikan perdes mereka masih menggunakan kendaran masing masing dalam mensosialisasikan perdes ini dan juga kurang nya dilibatkan pemudah.Kata Kunci : Komunikasi, Sumber daya, Disposisi,dan Struktur Birokrasi. ABSTRACT Abdul SAMAD Registration Number B40121077 Title: Alcoholic Beverages in Karya Mukti Village, Dampelas District, Donggala Regency, Under the guidance of Mr. Muhamad Nawawi as the first supervisor and Mr. Syamsul Bahri as the second supervisor. This research aims to understand how the government's policy implementation on regulating alcoholic beverages in Karya Mukti village, Dampelas sub-district, Donggala district.The method used in this research is Descriptive Qualitative. The data collection techniques used are Observation, Interviews, and Documentation. The informants used in this study amounted to 5 people determined using purposive sampling technique. This research employs George Edward III's policy implementation model with 4 aspects, namely: Communication, Resources, Disposition, and Bureaucratic Structure.Based on the results of this research, it has been shown that the implementation of government policy in regulating alcoholic beverages in Karya Mukti village, viewed from four aspects: communication, disposition, and bureaucratic structure, has been running well. However, there is one aspect that has not been maximized, which is the resource aspect where facilities and infrastructure are inadequate, such as the lack of vehicles provided by the government for socializing village regulations. They still use their own vehicles for this purpose, and there is also a lack of youth involvement.Keywords: Communication, Resources, Disposition, Bureaucratic Structure |
