| Abstrak ABSTRAK Wahyuni Paramita Tarifuddin, stambuk B.401 19 032, judul skripsi: Fungsi Pengawasan Pemerintahan Kecamatan Palu Timur dalam Penyelenggaraan Pemerintahan Kelurahan di Kota Palu. Dosen pembimbing I, DR.Drs.Darwis, M.Si dan pembimbing II, Syamsul Bahri, S.Sos.,M.Sc. Penelitian skripsi ini mempergunakan teori Sofyan Syafri Harahap. (2000), terkait dengan fungsi Pengawasan Pemerintah Daerah Kecamatan Palu Timur dengan pemerintahan kelurahan dengan empat faktor yaitu Pengawasan Langsung, Pengawasan Tidak Langsung, Pengawasan Formal, dan Pengawasan Informal. Hal ini dapat disimpulkan bahwa hanya faktor Pengawasan Tidak Langsung yang belum maksimal dan efektif, karena Pemerintah Kecamatan Palu Timur menganggap kurang penting karena tidak memberikan fakta lapangan yang lebih otentik. Pengawasan Tidak Langsung ini lebih bersifat laporan administrasi dari proses dan hasil program pembangunan di lingkungan administrasi pemerintahan Kecamatan Palu Timur. Artinya Camat tidak terlalu memprioritaskan fungsi Pengawasan Tidak Langsung dalam melakukan Pengawasn urusan pemerintahan di berbagai kelurahan. Faktor Pengawasan Langsung, Pengawasan Formal dan Pengawasan Informal yang lebih diutamakan oleh Pemerintah Kecamatan Palu Timur dalam menjalan tugas dan fungsinya. Ketiga faktor Fungsi Pengawasan tersebut dapat meningkatkan kinerja pemerintahan daerah Kecamatan Palu Timur. Pengawasan Langsung yang seringkali dijalankan oleh camat secara formal sebagai tugas negara. Penelitian ini mempergunakan metode penelitian kualitatif dengan menentukan informan cara purposive yaitu memilih informan yang dianggap bisa memberikan informasi dan penjelasan kajian penelitian ini. Drs.Darwis, M.Si and supervisor II, Syamsul Bahri, S.Sos.,M.Sc. This thesis research uses the theory of Sofyan Syafri Harahap. (2000) , related to the supervisory function of the Regional Government of Palu Timur District with the village government with four factors, namely Direct Supervision, Indirect Supervision, Formal Supervision , and Supervision Informal. It can be concluded that only the Indirect Supervision factor has not been maximized and effective, because the East Palu District Government considers it less important because it is not providing more authentic field facts. This Indirect Supervision is more of an administrative report of the process and results of development programs within the administrative environment of the East Palu District government . This means that the Sub-District does not prioritize the function of Indirect Supervision in supervising government affairs in various urban villages. Direct Supervision, Formal Supervision and Informal Supervision factors are preferred by the East Palu District Government in carrying out their duties and functions. The three factors of the Supervisory Function can improve the performance of the regional government of East Palu District. Direct Supervision which is often carried out by the sub-district formally as a state duty. This research uses qualitative research methods by determining informants in a purposive way, namely choosing informants who are considered to be able to provide information and explanations for this research study.
