Abstrak Zulfikri B 401 18 108 title " quality of Service Department of Population and civil mutilation in the manufacture of electronic identity card (E-KTP) in Parigi Moutong” accompanied by Nurhannis as the main advisor and Nastainuddin Bolong as a companion advisor. This study was conducted at the Department of Population and civil mutilation of Parigi Moutong Regency, with the aim of knowing the quality of Service of the Department of Population and civil mutilation of Parigi Moutong Regency to the process of making E-ID cards. The theory used in this study is the theory of evaluation of the assessment of the level of service quality proposed by Monang Sitorus, covering six aspects, namely Justice,convenience,care,reliability, comfort and trust. The basis of this study using a qualitative approach to the type of research descriptive approach. In the determination of informants in the study, this study uses Purposive techniques. In addition, in the technique of collecting data in this study through observation, interviews and documentation. With the method of data analysis through the stage of data reduction, data presentation and Conclusion. Based on the data collection process as a reference to the results of the study through interview techniques with several informants who have been found, the results of the study are described and then adjusted to some aspects of the theory used. The quality of Service at the Department of Population and civil mutilation in Parigi Moutong has a poor category. This is because it has not achieved good quality from two aspects. These aspects are Justice and comfort. While the four dimensions of service quality, namely convenience, reliability, care and comfort have been carried out well.
