| Abstrak ABSTRACT Noval Sanjaya Stambuk B 401 12 062, The implementation of a No-Smoking Area Policy in Public Hospital of Tora Belo Sigi Regency. Under the Supervisions of Dr. Andi Pasinringi, M.Si, as the consultant. This research aims at analyzing the impelementation of a non-smoking area policy in public hospital of Tora Belo Sigi Regency. Main theory as the as the reference of this research was implementatiton theory by Edward III 1980;148 (2005:91) which covers 4 aspects: (1) communicatin; (2) recourses; (3) Disposition; (4) Bureaucracy structure. Method used was descriptive-qualitative with 6 informants selected purposively. Data were collected through interview, observation, and documentation and were analyzing using interactive miles and huberman model. Research results reveals that the Implementation of a non-smoking area policy in public hospital of Tora Belo Sigi Regency has not running very well. 2 aspect of 4 mentioned above have not been running well such as recourses, and bureaucrazy structure. It can be seen through the security many of hospital who works during the day and the security during the evening. They watched, arranged, guided, and forbid people in the hospital to smoke in the area of hospital. Meanwhile, two aspects of communication, disposition categorized as not really good due to the difficulties faced by the hospital in forbidding people to smoke in the hospital area. Most of them are from the remote area so that they do not understand the concept of non smoking area, smoking still becoming their culture (habits). The security also not relly firm in applying the sanction so there is no deterrent effect. Keywords: Communication, Resources, Disposition, Bureaucracy Structure. |
