Student Number B10317016, The Achievement Evaluation of the National Education Standards Policy at Elementary Schools in Parigi Moutong Regency, Promoter Juraid Abdul Latief, Co-promoter Daswati. This study aims to describe, uncover and find the contributing factors that have not achieved the National Education Standards in Primary Schools of Parigi Moutong Regency. This research is an exploration in the qualitative realm that focuses on revealing a holistic picture related to the evaluation of the achievement of national education standard policies. In qualitative research, data validation techniques are often carried out through extension of participation, observational diligence, triangulation, peer checking, case analysis, adequacy of references, member checking, detailed descriptions and member checks. It is happened for the data and information obtained are of high quality, the researcher uses several tools, including: (1) interview guidelines, (2) observation guidelines (3) document records. The CIPP evaluation model (Context, Input, Process, Product) is very relevant in the context of education policy evaluation. As a comprehensive model, CIPP can be applied to evaluate various aspects of education policy, ranging from curriculum development, education programs, to institutional policies. From the results of the evaluation of the achievement of the National Education Standards policy in Parigi Moutong Elementary School, it was found that the data were not optimal. This is based on an evaluation assessment of context, inputs, processes, and products. Of these four components, there were still several obstacles in the implementation, including the Context component which was related to community participation, mindset, work motivation, inadequate facilities, and even political interests. Based on the low input component of teacher innovation, the managerial ability of the principal was still not optimal and the supervisory function had not been coordinated. Of the components of the process related to the learning process carried out by teachers who had not been innovative, interesting and fun and the weak managerial abilities of the principal. The product was related to the quality of graduates which was reflected in the low AKM results, on the other hand, it was related to the human resources of school educators and supervisors, especially in improving and developing information technology and developing students in implementing the independent learning curriculum. |
