Abstrak This study, conducted by Annisa Ainun Mardiah (B 102 23 019) under the supervision of Muh. Nawawi and Ritha Safithri, aims to analyze the implementation of the Family Hope Program (PKH) in Balaroa Subdistrict, West Palu District, Palu City, as part of efforts toward economic equity and poverty alleviation. The study adopts a descriptive qualitative approach, employing data collection techniques such as in-depth interviews, observation, and document analysis. The data were analyzed using George C. Edward III’s policy implementation theory, which emphasizes four key variables: communication, resources, disposition, and bureaucratic structure. The findings reveal that the implementation of PKH in Balaroa Subdistrict faces several challenges. The main issues include inaccurate targeting of beneficiaries due to unreliable data, weak communication between program implementers and the community, and limited human and technical resources in the implementation process. Furthermore, implementers’ lack of responsiveness and suboptimal bureaucratic structures hinder the effectiveness of aid distribution. Nevertheless, there are indications of success, with some beneficiary families becoming economically independent and voluntarily exiting the program. This study recommends regular data updates, improved communication and transparency, enhanced capacity of implementing personnel, and bureaucratic reforms to ensure that PKH effectively targets the intended recipients and remains sustainable in supporting the welfare of the poor.
