Abstrak Kriswendar Juniarto Ajenkris, Implementation of the Policy for Providing Additional Income for Civil Servants at the Regional Civil Service Agency of Middle Of Sulawesi Province (Under the guidance of Muhammad Khairil dan Sasterio). The Governor's regulation of concerning additional income is a policy made in order to improve discipline, quality of service, quality of performance and improve the welfare of the state civil apparatus within the scope of the Middle Of Sulawesi provincial government, in particular at the Middle Of Sulawesi Provincial Civil Service Agency. This policy can ideally be implemented optimally because it is closely related to additional income for employees. For this reason, research was carried out with the aim of seeing how the implementation of the policy for providing additional income for civil servants at the regional personnel agency of Middle Of Sulawesi Province. The type of research used in this research is descriptive research using a qualitative approach. The informants in this study were the Head of the Regional Personnel Agency for Middle Of Sulawesi Province, Secretary for the Regional Personnel Agency, Head of the General Affairs and Personnel Subdivision, Head of Program and Finance Subdivision and Staff of the Middle Of Sulawesi Provincial Personnel Agency as many as 4 people. Data collection and retrieval techniques consist of observation, interviews, and documentation. The theory used in this study is the policy implementation theory developed by Edward III. The results of this research showed that the four aspects of policy implementation according to Edward III, there are aspects that look quite optimal, namely the Disposition aspect and the bureaucratic structure aspect. Meanwhile, two aspects are not optimal in its implementation, namely the communication aspect and the resource aspect, where the clarity of the policy does not provide understanding to employees and human resources that support the implementation of policies that are less than optimal in fulfilling the obligation to pay additional income in a timely manner.
