| Abstrak Abstract This research aims to analyze the performance of SDN 1 Banawa Tengah in managing the School Operational Assistance Fund in 2021; to examine the inhibiting factors in controlling the School Operational Assistance Funds in 2021 based on performance indicators of the public bureaucracy. The informants of this research included the Principal, treasurer of School Operational Assistance Funds, teachers, School Committee, three parents of students, and the Head of the Education Office of Donggala District. Data were collected through obeservation, interviews, and documentation. The results show that the performance of SDN 1 Central Banawa in managing the School Operational Assistance Fund, which consisted of five indicators, namely productivity, service quality, responsiveness, responsibility, and accountability, had been implemented quite well. The inhibiting of the performance of SDN 1 Central Banawa in managing the School Operational Assistance Fund, are the performance of employees in carrying out their duties, work sincerity and less than optimal work interest, responsibilities at work, interpretation, clarity and acceptance or explanation of the work assigned to the employees have not been understood, and the ineffectiveness of the supervisory agency. PENDAHULUAN Undang-Undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional pasal 6 ayat 1 menyebutkan bahwa setiap warga negara yang berusia 7-15 tahun wajib mengikuti pendidikan dasar. Pasal 34 ayat 2 menyebutkan bahwa Pemerintah dan Pemerintah Daerah menjamin terselenggaranya wajib belajar minimal pada jenjang pendidikan dasar tanpa memungut biaya, sedangkan dalam ayat 3 menyebutkan bahwa wajib belajar merupakan tanggung jawab negara yang diselenggarakan oleh lembaga pendidikan Pemerintah, Pemerintah Daerah, dan masyarakat. Konsekuensi dari amanat undang-undang tersebut adalah Pemerintah dan Pemerintah Daerah wajib memberikan layanan pendidikan bagi seluruh peserta didik pada tingkat pendidikan dasar (SD dan SMP) serta satuan pendidikan lain yang sederajat.
