Abstrak
ABSTRACT Fitri Wahyuni, Student ID No. B 102 19 043 Employee Performance in the Division of Cooperation of the Bureau of Government and Regional Autonomy on the Regional Secretariat of Central Sulawesi. Supervisors: Muhammad Nur Ali and Irwan Waris This research aims to study employee performance in the Division of Cooperation of the Bureau of Government and Regional Autonomy on the Regional Secretariat of Central Sulawesi. This research uses a qualitative method. The purposive samplingwas used on the respondences selection process, by selecting respondents who are well understood and able to provide relevant information related to the focus of the problem with the final result of determining 5 respondents. Data were collected through observation, interview, and documentation techniques. The theory used is the theory of Dwiyanto (2006:50) which consists of several aspects, Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability. The research results on the performance of employees in the Division of Cooperation of the Bureau of Government and Regional Autonomy on the Regional Secretariat of Central Sulawesi overall are not optimal. This is provedwith Dwiyanto's (2006:50) theory by using five aspects of performance Productivity is not optimal, this is due to the lack of human resources in the technical field as well as several organizational productivity factors; The Quality of Service is not optimal, due to the limited facilities and infrastructure supporting services; Responsiveness is not optimal, because the supporting facilities for the implementation of work in relation of responding to the needs of users of cooperation services are not yet available Responsibility is optimal, it can be seen by the efforts made by the employee of the Cooperation Division to met work implementation to the existing organizational principles; and Accountability is optimal, due to the transparency prioritizes behaviour in the form of reports, coordination and disclosure of information to the supervisory function and stakeholders on the performance of the Division of Cooperation of the Bureau of Government and Regional Autonomy on the Regional Secretariat of Central Sulawesi.
