Abstrak
ABSTRAK Saskia Khaerunisya Ahmad B 101 20 036 dengan judul “Evaluasi Kebijakan Alokasi Dana Desa di Desa Tinggede Kecamatan Marawola Kabupaten Sigi”. Dibimbing OIeh Nasir Mangngasing menjadi Pembimbing Utama bersama Muhammad Rapi menjadi Pembimbing Pendamping. Penelitian yang dijalankan berfokus untuk mengetahui Evaluasi Kebijakan Alokasi Dana Desa di Desa Tinggede Kecamatan Marawola Kabupaten Sigi. Metode penelitian yang dimanfaatkan Deskriptif Kualitatif, yakni menyediakan penjelasan yang sistematik, faktual atau nyata terhadap subjek atau data yang diperoleh di tempat penelitian. Teknik pengumpulan data yang dimanfaatkan adalah studi Pustaka, observasi dan wawancara untuk Informan dengan mendalam dan dokumentasi untuk mengumpulkan data yang dibutuhkan berupa data sekunder dan data primer. Sedangkan Informan dalam penelitian yang dijalankan berjumlah 5 orang yakni 3 orang dari pihak kantor desa Tinggede Kecamatan Marawola Kabupaten Sigi, 1 orang dari Badan Permusyaaratan Desa, dan 1 Orang dari pihak Kantor Kecamatan Marawola. Teori yang dimanfaatkan dalam penelitian yang dijalankan adalah teori William N. Dunn yang mana tersedia 6 indikator yang dimanfaatkan dalam tahapan Evaluasi Kebijakan Alokasi Dana Desa di Desa Tinggede Kecamatan Marawola Kabupaten Sigi. Keenam indikator terkait yakni, Efektivitas, Efisiensi, Kecukupan, Perataan, Responsivitas, dan Ketepatan. Berdasarkan hasil Penelitian, Evaluasi Kebijakan Alokasi Dana Desa di Desa Tinggede Kecamatan Marawola Kabupaten Sigi bisa dikatakan belum berjalan dengan baik. Hal ini di sebabkan oleh aspek Efektivitas, yakni belum berjalan cukup baik, pada pihak Pemerintah Desa Tinggede dalam hal penggajian belum sejalan dengan harapan yang dikehendaki karena desa Tinggede merujuk pada desa besar di Kabupaten Sigi menyebabkan Pemerintah desa Mengeluh dengan jumlah gaji yang diberikan. Dari aspek Efisiensi, belum berjalan dengan maksimal yakni faktor adanya keterlambatan pada penerbitan Peraturan Bupati mengenai Alokasi Dana Desa. dari aspek Kecukupan, hasil yang dikehendaki pada anggaran Alokasi Dana Desa terhadap tingkat kepuasan dan keperluan Pemerintah Desa dianggap belum mencukupi dan memuaskan Pemerintah Desa Tinggede. Dalam aspek Perataan, penyelenggaraan kebijakan Alokasi Dana Desa di desa Tinggede sudah optimal diselenggarakan sejalan pada hasil yang dikehendaki bersama serta penyalurannya sudah di distribusikan merata. Pada aspek Responsivitas, hasil penyelenggaraan kebijakan Alokasi Dana Desa di desa Tinggede mampu mencukupi keperluan Pemerintah Desa Tinggede dan juga Masyarakat Tinggede. dan dalam aspek Ketepatan, Penyelenggaraan kebijakan Alokasi Dana Desa di desa Tinggede sudah meraih tujuan yang dikehendaki dan benar berguna, bernilai serta layak bagi Pemerintah Desa dan Masyarakat Tinggede. The research conducted focused on determining the Evaluation of Village Fund Allocation Policy in Tinggede Village, Marawola District, Sigi Regency. The research method used is Descriptive Qualitative, which provides a systematic, factual or real explanation of the subject or data obtained at the place of research. Data collection techniques used are literature studies, observations and interviews for informants in depth and documentation to collect the data needed in the form of secondary data and primary data. Meanwhile, the informants in the research carried out amounted to 5 people, namely 3 people from the Tinggede village office, Marawola District, Sigi Regency, 1 person from the Village Consultative Board, and 1 person from the Marawola District Office. The theory used in the research carried out is the theory of William N. Dunn where there are 6 indicators that are used in the Evaluation stage of Village Fund Allocation Policy in Tinggede Village, Marawola District, Sigi Regency. The six related indicators are, Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Appropriteness. Based on the results of the study, the evaluation of Village Fund Allocation Policy in Tinggede Village, Marawola District, Sigi Regency can be said to have not run well. This is due to the aspect of effectiveness, which has not gone well enough, on the part of the Tinggede Village Government in terms of payroll has not been in line with the desired expectations because Tinggede village refers to large villages in Sigi Regency causing the village government to complain about the amount of salary given. From the aspect of efficiency, it has not run optimally, namely the factor of delay in the issuance of the Regent Regulation on Village Fund Allocation. from the aspect of adequacy, the desired results in the Village Fund Allocation budget on the level of satisfaction and needs of the Village Government are considered insufficient and satisfactory to the Tinggede Village Government. In the leveling aspect, the implementation of the Village Fund Allocation policy in Tinggede village has been optimally carried out in line with the desired results and the distribution has been distributed evenly. In the aspect of Responsiveness, the results of the implementation of the Village Fund Allocation policy in Tinggede village are able to meet the needs of the Tinggede Village Government and also the Tinggede Community. and in the aspect of Appropriteness, the implementation of the Village Fund Allocation policy in Tinggede village has achieved the desired goals and is really useful, valuable and feasible for the Village Government and Tinggede Community.
