This thesis is entitled “EFL Teachers' Perceptions on Promoting Students’ Higher Order Thinking Skills (HOTS): Strategies & Challenges.” Under the supervision of Abd. Kamaruddin and Mukrim. This study investigates English as a Foreign Language (EFL) teachers' perceptions, strategies, and challenges in implementing higher-order thinking skills (HOTS) in a junior high school context in Pasangkayu, West Sulawesi. Data were gathered through a combination of classroom observations, semi-structured interviews, and document analysis involving five EFL teachers. The findings reveal that teachers generally hold positive attitudes toward HOTS, recognizing its importance for fostering critical thinking and problem-solving skills among students. To promote HOTS, the teachers employed a range of instructional strategies, with project-based learning, group discussions, and role-playing being the most frequently used. Of these, project-based learning and group discussions were particularly favored for their effectiveness in stimulating higher cognitive engagement. However, the study also identified several challenges to successful HOTS implementation, including diverse student backgrounds, insufficient parental involvement, limited teaching resources, low student motivation and engagement, and varying levels of English proficiency. These challenges highlight the need for targeted interventions and support to enhance the effectiveness of HOTS-focused instruction in the region.
